Cheapest mods(i.e. free) you can do that will net about 10hp is: bump the timing up and remove the stock intake air box silencer(inside the fender). The timing will also give much better throttle response.....assuming it's currently at the stock 10 degrees.
Also, a full tune up(plugs, wires, cap and rotor) may help depending on how old the current stuff is.

As mentioned before, simple things like adjusting the ignition timing, pulling the air silencer, full exhaust (headers to cat back), under drive pullies, electric fan. There is a lot of stuff you can do for cheap.
The factory AOD is pretty weak in these cars so be aware of that.
Plan out your mods, that way you are not spending money twice on certain things...

The most noticable thing I did was gears and a carbon-fiber limited slip.

After doing the common 10-min tune-up stuff (timing, silencer, tps), get some headers, off road h-pipe, and a cat back exhaust system.
To save the AOD, get a good brand shift kit, and a slightly higher stall torque converter (26-2800 rpm stall). This will make the AOD much more fun and able to lite the tires from a dead stop.
I had a winter beater 88 GT that I did the above to and it made it a whole different car even with the 2.73 gears. For a purely street car, I would go 3.27-3.55 gears with the 2800 stall. If you keep the stock torque converter, 3.73's will get it reving a bit quicker, but still wont have the "punch" a higher stall torque converter gives.1988 5.0 Notchback
