parking light question....

ok, when i turn on just my parking and fog lights, the pass. side parking lights does not turn on, but when i turn the right side blinker on, the light flashes.

anyone know whats going on?

the bulb flashes when the blinker is on....doesn't that mean its ok?

I think there are two feeds to the blinkers. One for parking lights, and the other is for the blinker. It may also be a double filiment bulb where one of the filiments is damaged.
But I really dont know.
