I didn't have the time to read through all that either, but I'm under the impression it's legal, but you do need fenders.
I think it does draw more unwanted attention to your car though, and driving in the rain might require some extra precautions.

That's the minnesota traffic statutes. If you do a search for "hood" inside of it... you'll find that it does not say you can't run without a hood -- ergo you can. The minimal safety equipment list doesn't include a hood either.
Reading the actual LAWS > Guessing.

FWIW, over the summer I was pulled over for loud exaust on Uni and I had to hood. The officer had to have noticed considering he had seen the car from the front while he was waiting in a parking lot, but didn't mention anything about it.
But before I had the cowl I ran no hood and would always have to park in front of the gas station when I went to get something and run in/run out fast to make sure no one messed with my car. but I would always park behind my work during the day so no one messed with it

It was explained to once buy a "street Bandit" that not having the hood is not illegal but if you hood is off the hinges have to be either removed or tied down as to not impair vision if they were to pop up or be left up. He did take it to court and that was the only grey are the court could find and since he had no hinges his case was dismissed.
