My coworker from Kenya has mentioned similar treatment to theives and homosexuals there. Although I understand the crime rate isn't really that much better in those places. Things like this often happen because the governments there can't or don't deal with certain crimes. Since people there live closer to the brink of starvation stealing must be severely punished.
