Here's a longer video. First race incar footage starts at about 5:50 and 2nd race starts @ about 12:15. The beginning of the 2nd race is cool because he's just marching through the field(starts at/near the back of the pack).

I think that knob is brake bias. Based on the longer video, I think they qualified in the rain. They took the wets off and put on pre-warmed race tires. In the wet, you dial in a ton of rear brake since your car won't transfer as much weight forward during braking. Looks like he forgot to crank the rear brake out of it before the race. I bet we are seeing smoke from rear tire lock up.
If you are interested, here is an article on the car. It sounds like the car has been in a museum for years and they had the original engineer restore the car...over a seven year period. The capri is down on power from the porsche by at least 100hp, it makes up for it in aerodynamics and weight. That car weighs 1700lbs!
