We do dig up service lines for disconnection due to non-payment, but we only use that as a last resort. We will attempt to lock meter by turning the valve off and putting a lock on it, but after many failed attempts to gain access to the meter, we will dig up the lines. This is very expensive and we pass that on to the customer in the reconnection charge.
