Ok, I will start of and explain my situation.
My backyard and basement flooded this year after the snow melted. My back yard was flooded last year for the whole summer. I live right next to a swamp/pond that is in the middle of town. Now I didn't know that the back yard would flood every year when I bought the house. I can't go after the seller for not disclosing this due to the fact that it was an estate sale. I even had the g/f check at her work (Burnet Title) to see if we could go after the seller. No chance. Now the water area is owned privately by a farmer that does not live in town. The city runs drainage tile into this pond from the park that is on the opposite side from me. There is tile that runs from the pond past my property and out to farm land. But this tile line does not work. It is unknown who owns this non working tile line. Tomorrow I am going to go to the City Council meeting and complain.
Question
Should the city have to maintain both tile lines?
I feel that since they are dumping into it and causing the water level to go up they are just pushing there water problem onto me.
