But the country would need oil prices to stay above $85 per barrel to balance its books, according to a report released in August by the International Monetary Fund, the New York Times reported Wednesday.
Venezuela's capitalism-bashing Chavez has used his country's oil windfall to buy Russian weapons, going as far as to let the Russian navy practice in its waters. Russia reportedly is also helping Venezuela develop nuclear power.

In fact aside from iraq and kuwait i think all of it does. Saudi Arabia is no longer a member of OPEC and Saud has promised to keep increasing oil output regardless of OPEC.
Maybe not such a bad thing we have a president who's in bed with the saudis.... And uhm.. secured Iraq's oil as well...
What I dont understand is the "Liberal" point of view on this. They constantly bash oil companies for hiking up the prices. Where are they now that oil companies are losing their ass. Why arent they now calling for the prosecution of Chavez and Little Hitler over in Iran? Since they flat out said they want more money?
