Hey, if I'm freeloading on someone else's wireless internet, can they like, see what I'm typing and stuff? I know I couldn't figure it out, but I'd imagine someone could, and setting up a server in a big apartment building might be a good way to get some free info. I just want to know if it's relatively safe to look at bank accounts and stuff.

well depending on how its set up, they could see you using it, and like i said depending on setup, could possibly track where your going.
they arent gonna get encrypted info, IE bank stuff or online creditcard stuffs from it though.
But, since your on it free, my guess is they just hooked it up, and were like cool. Wireless!
Now youve got free internet.

95% of the general population doesnt understand WEP enough to be able to crack it
and of the 2 programs that are "released" that can supposedly crack the WEP codes, a "normal" person wouldnt have enough knowledge or confidence in their PC skills in order to make the needed modifications to gain access to someone elses WEP enabled signal, plus the fact that it can take days to aquire enough info to get the correct WEP, most people would rather give up.
*i have successfully cracked all of my neighbors WEP codes, however, i find it much easier to just pay for the damn internet than trying to crack someone elses signal that may only exist for 10 mins.

As stated here it's likely they are:
A) idiots, and have a poorly configured wireless access point and are highly unlikely to be sniffing traffic
B) geeks, with an open access point so they can sniff traffic.
But as said, most banks and other places use SSL to encrypt web traffic so you should be fine. If you use imap/pop3 smtp for email (not an online page like gmail/hotmail) I would suggest turning on TLS or SSL for encryption if your mail provider supports it.
WEP is a big false sense of security, but most people that do run it have little to hide anyways. Those that have good stuff to hide, usually have the network locked down pretty well. WPA is a better alternative, but the real truth is nothing is secure. There is always some way in. So a multi-layer setup is best.
I for one hate wirelss, I don't trust it for shit. Mine stays unplugged when not in use and uses MAC filtering + encryption and a DMZ outside my LAN.
