The university plans to barricade parking lots and ban guests from campus dormitories. It also has sent letters to other universities throughout Wisconsin and the Midwest saying "out-of-town guests are not welcome at UW-Madison from Friday, Oct. 28, through Tuesday, Nov. 1."
The focus on out-of-towners is legitimate, said interim dean of students Lori Berquam. City records show that of the 450 arrests last year, only 59 were UW-Madison students. About 27 percent of the citations were to students from Minnesota.
"We don't mean to be unwelcoming," Berquam said. "They're welcome any other time but Halloween. We want our city to still stand. I have really implored our students to take back Halloween."
