    What make and model laptop?

Many can be configured from the setup options in the BIOS.

Didja check the list of programs and drivers on HP's site? I bet you'll find what you are looking for there..

I know the same thing exists for my Dell Inspiron (it get's hot too) but the fan is so loud I'd rather put up with the heat..

fan controls are usually in stored in the BIOS on newer computers when you first start up the computer they usually have a program for setting the controls in the BIOS. older computers require either a new bios chip or a software update which is hard to install.

on the bottom of the screen when you first turn your computer on it will say something like press ALT+f2 to enter setup do that poke around in it. dont screw with anything you dont recognise you can seriously jack up your computer.

The fan sensors and controls are in the motherboard's BIOS like Corinthian said. You can't mess with the fan's from windows as far as I know.
