What's your time limit?
You've got a very broad topic. There's about three "major" ways you could go: verbal, non-verbal, or a specific version of either.
If no visual aids are allowed then you cannot do non-verbals, as the hand-gestures and body-motions could be considered a "prop" or "visual aid."
To give your speech some legitimacy you'll also need to consider how you wish to discuss the different forms of being rude or offensive. For example, if you want to talk about the words "Fuck" or "Shit" you should talk about where the word came from and why it is considered offensive. Then possibly discuss the modern use of the word and places it has appeared with controversy. You could honestly make a 5-7 minutes speech solely on the word "Shit" if you did it right.

I think the point of a speech like this is to explain the process of being offensive more than it is about performing a 5 minute monologue of nasty things.
*One must explain/define what is offensive or rude
*Discuss cultural differences - that not all cultures will find a given statement/gesture/ behavior obnoxious or rude.
How?
*Attacking social mores
*commenting or attacking one on something beyond their control (looks, nationality, handicap, etc)
*blatant disregard for feelings of another
*attitude toward having a laugh at someone's expense
*being completely selfish - loud talking on cell phone, cutting in line
*personal hygiene
After mentioning these defining principles, you could provide some examples from real life. Try to refrain from vulgarities, but use insinuation - allow the audience to "fill in the gaps".
This should get you started.
