Yes. It varies year to year, sometimes it's in the corner of the Midway, other times it's in the giraffe lot behind Heritage Square and just east of the grandstand. Enter from Como and there should be signs. Registration opens up at 12pm.

Drivers license for sure. You don't need the VIN, they'll ask if you have insurance and may want a policy number or the card, but it may depend on who you get.

I'm not sure that someone else can register you? I know they don't let someone else pick up your credentials.
