So if a mn driver gets a speeding ticket in wi, does that go on your driving record? I thought there was some reciprocity deal with these states, not sure if that applies to tickets going on your record though.

We don't have points. I've never had my insurance rates affected by getting a non serious moving violation. Might make a difference if you are shopping around, but if your insurance company raises your rates because you have a speeding ticket it is time for a new agent.
