I guess you don't understand the phrase disproportionate cost. You see most of those small towns while perhaps growing in population still don't generate enough revenue in taxes to pay for the infrastructure to get there! That's not even basic science.

People in small towns that are far away from the city have to drive longer distances thus pay more into the system to fund their own streets. I've been through about 20 states so far in the US, and MN, NM, and jersey are among the most fucked up I've seen. Montana is damn near 2x the size of MN, population density is shit (~11x smaller), so according to your claims, roads should cost them so much they would need 5 dollars per gallon in gasoline taxes to make shit work.

The problem in MN and a lot of places is that they spend the money they take from people driving cars on the roads on public transport, which is not self sustainable unless you have cities as small as Europe. What's wrong with making people driving on the roads paying for the roads and people riding the light rail and buses pay for light rail and buses? There may not be a light rail and buses when each ticket costs 10 bucks, is what I'm guessing.
