anyone know the best program that is free to recover data from a external hd?

You could try spinrite to see if you can get it reading again.
You might want to give more information though.
Does this use an ac plug for power or is it 100% usb.
What model/size?
What are the symptoms? Do you plug it in and nothing happens?
Is it in an enclosure? if yes,
Have you opened the enclosure to see if you can slave it to another computer?

it is a 500 gig seagate external that you plug in to the wall for power.
all the files were deleted and i need to try to get them back
