Have you thought about doing 9" style ends instead?

You weld on 9" style ends on the axle instead of doing C clip eliminators. Works in the same fashion, but the 9" ends have bigger bearings and are more resistant to side loading for street driving, whereas there have been stories of the eliminators leaking during street use. A little more expensive to do than the eliminators, but definitly seems to be the consensus on the best way to do it.

The upside is that when you get the 9" ends installed they'll straighten and weld the axle tubes. The downside is obviously cost.

Isn't that the same downside for everything?

If your staying with stock brakes just do the c-clips for now then. Way cheaper and then you can just wait and do the ends and brakes when you decide to build the rear to never break again.

or he can do the strange 8.8 big bearing ends with stock drum brakes but i have a feeling c-clip elims would be fine for his application.
