I asked a cop in Albert Lea if you can get one on a bike and he said no. I asked him if I was on the riding mower mowing the lawn drinking a beer if I could get one and he said yes. I think it should be opposite, if you are on your own property they shouldn't be able to intervene but if you are on public roads then they should be able to do whatever.
