Although ND does indeed have a surplus, and is in much better shape than most states, I would attribute that surplus to the recent oil boom and nothing more. I would assume that the state surplus will be directly tied to the price of oil and it will fluctuate greatly over the years. That could be a very good thing, or a very bad thing depending on how well they manage the money.

Another point. If ND is indeed in such great shape with money to throw around, why is it that they are considering taking $650 million in federal stimulus dollars? From what I read, they are going to "bank" the cash surplus they have, and spend the federal bucks.

I would think the fine citizens of the state would be in an uproar over this because taking money when money is not needed is simply un-American, right?? I'm sure other people need the money more than you folks, after all you do have a surplus. Tisk tisk.

It says that we have allocated some of the surplus already and by 2011 we will only have 900,000,000. That is general budget as well btw, we also have a large chunk in other funds. (Rainy day funds, etc...)

Some of the money is not an option (Federal highways/federal projects/etc...) from my understanding. We have no choice but to accept it. I know the governor and other conservatives in the state have attempted to decline some/all of the stimulus money....since that didn't work, they decided to use it and bank their own surpluses.
